With a view of creation of optimal conditions for development and interaction of state and official languages of Sakha Republic, for legislative protection and guarantees of social, economic and legal rights of the person in use of languages the following measures are to be taken:

1. To form a Language Policy Council of the President of Sakha Republic.

2. To ratify the applied Regulations on the Language Policy Council of the President of Sakha Republic and its membership.

3. The government of Sakha Republic (Nazarov S.N.), Department on affairs of peoples and federal relations of Administration of the President and of the government of Sakha Republic (Migalkin A.V.) should provide development of the State program of language policy of Sakha Republic for 2004-2006 years.

4. Academy of spirituality of Sakha Republic (Osipov A.N.) should provide propagation of cultural and language continuity of generations, promote love to the native language and respect for culture, language, traditions of peoples of the republic among youth.

5. To create a department of language policy with a staff of 4 persons in the Institute of Humanitarian Researches of the Academy of Sciences of Sakha Republic.

6. The Institute of Humanitarian Researches (Ivanov V.N.), the Institute of Problems of indigenous minorities of the North of the Siberian Branch of the Russian Academy of Science (Robbek V.A.), M.K.Ammosov Yakutsk State University (Alekseev A.N.) should carry out the analysis of the state and development of the languages of the peoples of Sakha Republic.

7. Administration of the President and the Government of Sakha Republic should establish a post of the responsible secretary of the Council on a Language Policy.

8. The control of execution of the present Decree is assigned to vice-president of Sakha Republic Akimov A.K.
